Hora Public Policy Consulting was founded at the intersection of Human Rights, Civil Rights, Public Policy, and Institutional Accountability.
Drawing on more than a decade of experience in government, applied research, institutional oversight, and evidence production, the consultancy was created to help organizations understand how laws, public policies, and institutional practices shape the lives of individuals and communities—particularly those facing vulnerability, discrimination, exclusion, or barriers to accessing their rights.

Our work includes socioeconomic and psychosocial impact assessments, policy implementation analysis, institutional diagnostics, and evidence production used in litigation support, mediation, public oversight, and policy reform initiatives.
Particular expertise includes matters involving discrimination, structural violence, homelessness, environmental and social harms, and failures in public service delivery.

Dr. Fabricia Da Hora Pereira is the Founder and Principal Consultant of Hora Public Policy Consulting, a Los Angeles-based practice specializing in Human Rights, Civil Rights, Public Policy, and Institutional Accountability.
With more than 12 years of experience in government, research, and public service, her work focuses on helping institutions understand complex social challenges, evaluate policy effectiveness, strengthen accountability mechanisms, and improve outcomes for vulnerable populations.
Dr. Pereira holds a PhD and a Master’s degree in Social Policy and is currently pursuing legal education in Los Angeles. Her expertise spans housing and homelessness, racial and religious discrimination, migration, gender-based violence, social protection systems, and institutional responses to human rights challenges.
Throughout her career, she has conducted investigations, led policy evaluations, produced technical reports, and supported institutional decision-making in matters involving civil rights, human rights, and public accountability. Her work translates complex social, legal, and policy issues into actionable recommendations for governments, nonprofit organizations, legal professionals, and public institutions.
She has prepared expert reports and socioeconomic assessments supporting legal strategies, public oversight, and institutional decision-making through rigorous evidence-based analysis. She has also coordinated interdisciplinary teams and contributed to large-scale policy assessments that strengthened protection systems and informed reforms affecting more than 50,000 individuals.
Her professional experience includes university teaching, applied research, public policy evaluation, and human rights advocacy. Across all areas of practice, her work is guided by a commitment to equity, accountability, and the use of evidence to strengthen institutions and protect rights.
Dr. Pereira helps organizations bridge the gap between policy, practice, and rights protection—ensuring that public action is informed, effective, and accountable.
