2. Expert Consulting & Evidence Production for Legal and Institutional Contexts

Provision of expert analysis, technical reports, and evidence-informed assessments to support legal cases, institutional decision-making, and accountability processes involving civil and human rights violations. This includes socioeconomic and psychosocial impact assessments, damage analysis, and applied research used in litigation support, mediation, and policy-related legal strategies, particularly in cases involving environmental disasters, discrimination, and structural violence.

Dr. Fabricia Da Hora Pereira is a Founder & Principal Researcher at Hora Public Policy Consulting. She is a social policy expert based in Los Angeles, providing high-level technical intelligence to support public policy design, service evaluation, and institutional accountability in complex social contexts. Her work is grounded in a dual professional trajectory that combines applied public policy analysis with the production of expert evidence for legal and institutional decision-making.

She holds a PhD and a Master’s degree in Social Policy, with core expertise in housing policy and homelessness, gender-based violence, migration, and social protection. Her work focuses on translating complex socioeconomic and psychosocial realities into structured analytical frameworks that inform policy improvement, program design, and institutional strategy.

Dr. Pereira provides expert consulting and evidence production for legal and institutional contexts when policy failures, systemic gaps, or structural harm give rise to legal claims. In these settings, her role is to produce technically rigorous, evidence-based analyses that support legal reasoning and institutional accountability. She has also prepared expert reports and socioeconomic evaluations in over 1,000 judicial cases during her tenure at the Public Prosecutor’s Office (MPDFT), supporting prosecutorial and institutional action through technical, evidence-based analysis.

With over 12 years of institutional experience, she has led large-scale evaluations and technical assessments that informed public policy reforms and strengthened protection systems benefiting more than 50,000 individuals.

Her professional background includes experience as a University Professor, where teaching and applied research were directly connected to real-world policy challenges rather than purely theoretical instruction.
